What is this red bump-less rash around my mouth and chin?

I have a rash on my chin and it goes up and around my mouth. The same line area where i would have creases if i smile. It is flat, no bumps, itches somewhat, sometimes it is so bad it hurts if i smile or open my mouth to talk (thats extreme, almost never like that) After a few days of redness, it dyes down and then flakes off and it is fine.
I have no idea why this happens. I am trying to figure out consistencies btwn occurrences. I did get my period today. I ate seafood last night and a piece of cake. I take Ortho Tri-Clycen Lo. No other medications. I eat very minimally processed foods, mostly whole foods. I am healthy in every other way possible. This rash comes and goes, sometimes not for months, sometimes a week apart. I had it last week. Could it be the weather i live in Pennsylvania? Too much sugar (cake last night)? Birth control pills? Sodium Laureth Sulfate in toothpaste? Anyone else with this problem? It does seem to simmer down when i make some green tea and press the warm tea bag on the area; but i cant really do that here at work.
Any suggestions would be great. I can do research at work, so any leads would be most appreciative. If you have other questions, i will check back often to update. Thanks so much.
It never spreads, it is always the same area. Sometimes just on one side, sometimes just my chin and not around my mouth.
