There is no hard and fast rule as to whether white tea is better than green tea.
There are many different grades of white and green tea. It all depends on the quality of tea.
A high quality green tea will be better than low quality white tea and vice versa.

The green tea has more in general, however, if you are looking for those specific constituents, I would suggest getting a green tea extract (which is in a capsule form) that is specifically standardized to a high percentage of polyphenols or EGCG to get the highest potency possible.
Most brewed teas aren't as high of a potency, partially because heat destroys some of the nutritional contents, and partially because of the fact it's watered down. Taking an extract form in a pill would be the easiest and most potent way to get those active constituents (it's comparable to many times its weight of the liquid tea).
